Public Session: September 26, 2011
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the minutes of 9-26-11.

Selectmen to consider issuance of a Common Victualler’s License to Xing Qi Zhao for the Sakura Restaurant at 12 Broad Street.
On a motion by Mr. McGourty, seconded by Mr. Yates, the Board voted by a margin of 4-0 to approve the Common Victualler License to Xing Oi Zhao d/b/a Sakura Restaurant contingent on Board of Health approval.
Selectmen to consider issuance of a taxi driver’s license to Shawn Clark, driving for Sunshine Taxi.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to Passover.
Selectmen to consider issuance of a taxi driver’s license to Serge Beaudoin, driving for Sunshine Taxi.
On a motion by Mr. Vereault, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the taxi driver’s license to Serge Beaudoin.
Selectmen to consider issuance of a taxi driver’s license to John Kelley, driving for Sunshine Taxi.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 3-0-1 to approve the taxi driver’s license to John Kelley. Mr. Vereault abstained.
Selectmen to note resignation of Police Officer Michael MacDonald.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to note resignation.
Selectmen to consider approval of reappointment of Christopher Sandini as Town Accountant.
On a motion by Mr. Durant, seconded by Mr. Yates, the Board voted by a margin of 4-0 to approve the reappointment of Christopher Sandini as Town Accountant to a three year term due to expire on 11/18/14.
Selectmen to consider approval of appointment of Linda Ventura to the Hudson Cultural Council for a 3 year term.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the appointment of Linda Ventura to the Hudson Cultural Council. Mr. Yates requested a copy of the interest card.
Selectmen to consider approval of Change Order #6 in the Library Window Project in the amount of $438.75 to Coulter Construction for the replacement of a solar shade in the computer area, and for the extension of the project completion date from 9/30/11 to 11/30/11.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the Change Order for the Library Window Project in the amount $438.75 and to extend the project completion date from 9/30/11 to 11/30/11.
Selectmen to consider approval and authorization to sign Change Order #1 with Albanese D & S Inc. in the amount of $62,746.61 for additional work on the Sewer Main Installation of Rolling Lane Project.
On a motion by Mr. Yates, seconded by Mr. Vereault, the Board voted by a margin of 4-0 to approve change order #1 with Albanese D&S Inc. in the amount of $62,746.61 for additional work on the Sewer Main Installation of the Rolling Lane Project.
Selectmen to consider approval and authorization to sign contracts with various vendors for snow plowing and snow hauling for the 2011-2012 season.
The Chairman requested that this item be held until after executive session.
Selectmen to consider approval and authorization to sign contract with Bigelow Electric in the amount of $11,620 (LB) for repairs to the Solo Road sewer pump station generator.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve the contract with Bigelow Electric in the amount of $11,620 for repairs to the Solo Road Sewer Pump. Mr. Blazar noted that the this was the Low Quote, not Low Bid as stated on the agenda.
Selectmen to authorize signing of Compliance Certificate issued in conjunction with the sale of Unit 310 located at 250 Main Street at Fair Market Value.
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve and sign the Compliance Certificate for the sale of Unit 310 located at 250 Main Street at Fair Market Value.
Selectmen to consider acceptance of a donation from the employees of The Murphy Insurance Agency to the Student Awareness of Fire Education (SAFE) Program.
On a motion by Mr. Yates, seconded by Mr. Durant, the Board voted by a margin of 3-0-1 to accept the donation from The Murphy Insurance Agency for the Student Awareness of Fire Education. Mr. McGourty abstained, and stated that he is an employee of the Murphy Insurance Agency.
Selectmen to cast their vote by absentee ballot for up to eight locally elected seats on the Metropolitan Planning Organization.
On a motion by Mr. Vereault, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to vote as follows:
At-large Town Ballot: Hank Manz, Lexington & Charles M. Hughes, Natick
At-Large City Ballot: Carlo DeMaria, Everett & Setti Warren, Newton
SWAP Ballot: Todd Cestari, Hopkinton
TRIC Ballot: Michael Lyons, Norwood

Selectmen to consider signing Estimate Order of Betterment for the installation of Sewer Mains on Brigham Street.
On a motion by Mr. Vereault, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve and sign the Estimate Order of Betterment for the installation of Sewer Mains on Brigham Street. Mr. Yates stated that he lives on Brigham Street, however the betterment does note impact his property.
Selectmen to consider signing Estimate Order of Betterment for the installation of Sewer Mains for Four Bridges Road, Rolling Lane, Rathbun Road, River Road and Chapin Road.
On a motion by Mr. Vereault, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to approve and sign the Estimate Order of Betterment for the installation of Sewer Mains on Four Bridges Road, Rolling Lane, Rathbun Road, River Road and Chapin Road.
Mr. McGourty received a phone call regarding the lack of police detail on Packard Street during the reconstruction project. Mr. Blazar explained the oversight, Mr. Vereault was also concerned and suggested that police details be required at drop off and dismissal times in school zones.
Mr. Vereault requested public works assess the disrepair of the culvert railing on Parmenter Road.
Selectmen to consider issuance of a Citation of Achievement to Brian Niemi for his attainment of the Eagle Scout Badge of Honor.
The Chairman moved and the Board voted by a margin of 4-0 to issue the Citation of Achievement to Brian Niemi for Eagle Scout badge of Honor.
Selectmen to consider issuance of a Citation of Achievement to Sterling Reber IV for his attainment of the Eagle Scout Badge of Honor.
The Chairman moved and the Board voted by a margin of 4-0 to issue the Citation of Achievement to Sterling Reber IV for attaining the Eagle Scout Badge of Honor.
- Correspondence to be Noted by Clerk:
On a motion by Mr. Yates, seconded by Mr. McGourty, the Board voted by a margin of 4-0 to note correspondence.
On a motion by Mr. Vereault, seconded by Mr. Yates, the Board voted by a margin of 4-0 to send a letter supporting the 1972 bill.
The Board voted unanimously by roll call to enter into executive session, to return to public session, to discuss collective bargaining and pending litigation, as the discussion of these matters in open session may have a detrimental effect on collective bargaining and the pending litigation position of the town.
Upon returning to public session, the Board voted on item 7c).
On a motion by Mr. Durant, seconded by Mr. McGourty, the Board voted by a margin of 3-0-1 to approve the Contracts for various vendors for snow plowing and snow hauling for the 2011-2012 season. Mr. Yates abstained.
By roll call the Board voted by a margin of 4-0 to enter into executive session, not to return to executive session.
